This bug is on Darknoid Kamakill's stage (Dark Mantis non-asian contries). When you get to the part of the stage shown at the beggining of the video, jump over the block and walk a bit to the right. You'll see a light comming towards you. Get back to the left side of the block and wait until the light gets close enought; it is then when you will attack it with your Z-Sabre.
If you manager to hit the light with your sowrd, the walls which are supposed to enclose you will actually fall on you. At this point, you can wall left and you'll find yourself jailed as shown in the video; if you walk right, you'll pass behind the block and be able to continue normally.
